VOLUNTARY COMPLIANCE PLAN COMPLETION REPORT

The Voluntary Compliance Plan, VCP addresses the findings described in New Hampshire State Office for Civil Rights’ (NHSOCR) Letter of Findings, dated 5/16/2023 which summarized NHSOCR’s on-site review of Lakes Region Community College (LRCC) conducted April 12-14, 2023. The VCP calls for LRCC to address the areas found to be deficient and at a minimum, perform the prescribed remedial action. 

To complete the Plan: 1.) Provide Specific Corrective Action to be Completed; 2.) Identify the individual(s) responsible to address the issue; 3.) Project a targeted completion date for each item listed, and 4) Provide a statement of how each remedy will be reported and verified to NHSOCR. 5.) Signed by someone with the authority to bind the school. Return to NHSOCR by July 17, 2023. An example is provided in BLUE BOX below.

1. Ensure LRCC is taking steps annually to notify students, parents, employees, and the general public that it does not discriminate on the basis of race, color, national origin, sex, or disability by publishing the notice annually on the school website, in the school newspaper, advertisements, and/or the program of studies. Ensuring the annual notice of nondiscrimination includes a brief summary of CTE offerings and admission criteria and the Title IX and Section 504/Title II coordinator’s name and/or titles and contact information.

3.     Turner Bldg. Mercury Marine lab – paper towel dispenser has an obstructed forward reach. Ensure the paper towel dispenser is not obstructed in accordance with section 308 of the 2010 ADA Standards, which states “Where a high forward reach is over an obstruction, the clear floor space shall extend beneath the element for a distance not less than the required reach depth over the obstruction. The high forward reach shall be 48 inches (1220 mm) maximum where the reach depth is 20 inches (510 mm) maximum. Where the reach depth exceeds 20 inches (510 mm), the high forward reach shall be 44 inches (1120 mm) maximum and the reach depth shall be 25 inches (635 mm) maximum.

The paper towel dispenser will be relocated to meet the standards.

5.     Auto Building classrooms #113, 114, & 115 signage is too low. Adjust the height of room signs in accordance with section 703.4 of the 2010 ADA Standards, which states that “Tactile characters on signs shall be located 48 inches (1220 mm) minimum above the finish floor or ground surface, measured from the baseline of the lowest tactile character and 60 inches (1525 mm) maximum above the finish floor or ground surface, measured from the baseline of the highest tactile character.

Will relocate the signage in the rooms identified to the correct height to meet the standards

6.     There are a number of interior door pressures throughout the college that are above the required 5lbsf. For ex. in the Chemistry lab #258 door pressure is too high at 12lbsf. Adjust interior doors in accordance with section 404.2.9 of the 2010 ADA Standards, which states “the force for pushing or pulling open a door or gate other than fire doors shall be as follows: interior hinged doors and gates: 5 pounds (22.2 N) maximum.

We will test interior doors for push/pull strength and adjust as needed. We will also identify fire doors and adhere to fire codes.

Fill the gaps identified with pavement filler and sealer.

In accordance with section 208.2.4 of the 2010 ADA Standards, which requires that one in every six accessible spaces, or fraction thereof, be van accessible, one of the spaces must be van accessible space that comply with section 502 of the 2010 ADA Standards.

New signage and poles have been ordered and will be installed

Adjust sign height in accordance with section 502.6 of the 2010 ADA Standards, which requires that “signs shall be 60 inches (1525 mm) minimum above the finish floor or ground surface measured to the bottom of the sign.

New signage and poles have been ordered and will be installed at the height required.

Add 1 accessible parking spaces, in accordance with section 208.2 of the 2010 ADA Standards. In accordance with section 208.2.4, which requires that one in every six accessible spaces, or fraction thereof, be van accessible, 1 space must be van accessible space that comply with section 502 of the 2010 ADA Standards. Designating the required 1 accessible spot in another parking lot closest to school entrance would be more feasible.

We will reconfigure parking spaces to meet the criteria provided.  New lines will be painted.

15.     Parking lot C one of the handicap spots is missing a vertical sign showing the international symbol of accessibility. Ensure all handicap spots include a vertical sign, in accordance with section 502.6 of the 2010 ADA Standards. Parking space identification signs shall include the international symbol of accessibility complying with 703.7.2.1.  Section 502.6 also requires that “signs shall be 60 inches (1525 mm) minimum above the finish floor or ground surface measured to the bottom of the sign.

We will install a handicap vertical sign as indicated in corrective action.
